Overview

Savannah River Mission Completion, LLC (SRMC) is seeking a Principal Contract Administrator to be based in our Aiken, SC location on the Savannah River Site.

 

This position administers, negotiates and modifies Master Indefinite Delivery Indefinite Quantity (MIDIQ) contract and task orders with the Department of Energy (DOE). Coordinates proposal preparation, contract/task order negotiation, contract administration including ensuring deliverables are met, and customer contact activities to provide for proper alignment of baseline and task orders and compliance within accordance with the Integrated Mission Completion Contract  (IMCC), company policies, legal requirements, and customer specifications.

Responsibilities

  • Under minimal supervision, provides advice and guidance on complex contract matters, Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), cost principles, labor issues in conjunction with Human Resources and Labor Relations, negotiations, client management, specific contract related reporting issues, contract file maintenance and contract closeout.
  • Acts as a principal point of contact with the Department of Energy (DOE) Contracting Officer.
  • Interprets complex questions related to the Prime Contract.  Identifies new or revised requirements and notifies appropriate project personnel.  Identifies potential contract changes, provides guidance in the change management process and supports resolution of constructive changes, claims, requests for equitable adjustment, etc. in a timely manner.
  • Oversees the administrative requirements of the company’s Master IDIQ contract/task orders and where necessary negotiates and obtains DOE approvals of changes thereto, or of any other actions requiring such approvals.
  • Responsible for allowable/unallowable cost determinations.
  • Works with operations related to issues, required changes and Contracting Officer approvals are submitted and approved.
  • Manages the Corporate Support Program.  Primary point of contact for all outgoing support provided to affiliates of partner companies.  Verifies details and management approval, estimates costs, executes paperwork, provides charge codes, negotiates revisions to scope, budget or schedule, and assists with billings and delinquent accounts.
  • Manages the organization’s Insurance program.  Provides advice and consultation to management. Coordinates annual renewals and advanced payment approval including providing underwriting information, coordinates annual escrow and premium payments, monitors monthly expenses and approves invoices, submits annual experience report to DOE.  Monitors prior year reviews and premium adjustments.  Coordinates all other insurance issues with DOE and the partner companies.
  • Develops and provides input to the Board of Managers meetings, the Risk, Finance, Audit, Compliance Committee (RFAC), including presentations and other emergent requests
  • Monitors schedule of contract deliverables to ensure timely submission.
  • Provides contract training to project personnel as required.
  • May act for the Prime Contract Director in her/his absence.
  • Other duties as assigned

Qualifications

  • Bachelor's degree and related government contracts experience

Preferred Qualifications

  • MS degree in a relevant field (Business, Law, etc.)
  • 15+ years of government contracting experience
  • Demonstrated expertise of prime contract administration office and field procedures
  • Thorough knowledge, applicable government and commercial regulations and practices, and company policies, procedures and work practices
  • Demonstrated experience and thorough knowledge of Federal Acquisition Regulations (FAR), and applicable Agency Supplements. DOE experience preferred.
  • Thorough knowledge of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Thorough knowledge of Government Cost Accounting Standards, and determination process for applicability to the work scope.
  • Excellent written and oral communication skills.

Minimum Pay

USD $92,000.00/Yr.

Maximum Pay

USD $155,000.00/Yr.
