Savannah River Mission Completion (SRMC) is seeking an OPSEC Security - Contractor Assurance Specialist (CAS III or IV or V) to be based in our Aiken, SC location on the Savannah River Site (SRS).

The Contractor Assurance Specialist (CAS III or IV or V) administers and provides leadership and technical guidance for the planning, execution and reporting of contractor assurance requirements as defined by the Department of Energy (DOE). These activities include: Effectiveness of assurance systems; Rigorous, risk-informed and credible self-assessment and feedback improvement activities, and a structured issues management system. Programs in place to provide Contractor assurance include: Requirements Flowdown and Procedure Implementation, Assessment Activities, Causal Analysis and Corrective Actions, Lessons Learned, Employee Engagement, and Trending and Performance Measures.

Responsibilities

  • Provides broad leadership to define and execute:
    • Contractor Assurance System (CAS), integrated safety management; are adequately defined, monitored, and effective. 
    • Provides subject matter expertise in one or two of the following elements: Requirements Flowdown and Procedure Implementation, Assessment Activities, Causal Analysis and Corrective Actions, Lessons Learned, Employee Engagement, and/or Trending and Performance Measures.
    • Provides knowledge in two or more and subject matter expertise in at least one functional area such as Management Systems, Security, Engineering, etc. Ensures compliance by performing and/or leading technical reviews, conducting investigations, researching and implementing solutions to ineffective or noncompliance situations.

  • Reviews conclusions of analyses submitted for inclusion in final reports.
  • Develops and performs broad functional area (e.g., Conduct of Operations, Engineering, etc.) compliance based and performance-based assessments and/or audits to ensure program effectiveness.
  • Defines assessment approaches and strategies for breadth all related programs.
  • Ensures the Contractor Assurance processes are integrated with the company Enterprise Risk Management processes.
  • Ensures company level policies and procedures align with DOE Orders/Directives to ensure compliance and clarity.
  • Defines company related performance indicators and supports trend analysis and improvement actions in CAS or Performance related programs.
  • Evaluates improvements for the effectiveness metrics to allow enhanced oversight of related functions.  Ensures metrics allow for actions to be initiated to address adverse trends early.
  • Evaluates the effectiveness of the organization’s corrective action and causal analysis program elements and develops improvement actions to ensure performance gaps are identified and analyzed commensurate with significance, and appropriate corrective actions are implemented in a timely manner to reduce the likelihood of recurrence of the issue.
  • Evaluates integrated company level performance trends for areas requiring company wide action and facilitates company level improvement actions.
  • Provides guidance for Functional Area Program Managers (FAPM) periodic reviews to ensure that applicable requirements are accurately reflected in procedures and work processes used by the organization.
  • Assists in monitoring improvement plans that are underway to enhance the effectiveness of requirements that flow down to site and organization procedures.
  • Develops innovative actions to improve employee engagement as part of the Integrated Safety Management (ISM) program and develops improvements for strengthening an effective, sustaining Nuclear Safety Culture (NSC).
  • Other duties as assigned.

  • Provides broad leadership to define and execute:
    • Contractor Assurance System (CAS), integrated safety management; are adequately defined, monitored, and effective. 
    • Provides subject matter expertise in two or more of the following elements: Requirements Flowdown and Procedure Implementation, Assessment Activities, Causal Analysis and Corrective Actions, Lessons Learned, Employee Engagement, and/or Trending and Performance Measures.
    • Provides subject matter expertise in multiple functional areas such as Management Systems, Security, Engineering, etc.

Additional responsibilities at the Contractor Assurance Specialist (CAS IV) position level:

  • Provides demonstrated leadership accomplishments to define and execute:
    • Contractor Assurance System (CAS), integrated safety management; are adequately defined, monitored, and effective. 
    • Provides subject matter expertise to the highest levels of leadership for most to all the following elements: Requirements Flowdown and Procedure Implementation, Assessment Activities, Causal Analysis and Corrective Actions, Lessons Learned, Employee Engagement, and/or Trending and Performance Measures.
    • Provides subject matter expertise for functional area leadership such as Management Systems, Security, Engineering, etc.

Qualifications

High School Diploma/GED and relevant work experience in an analytical role comparable to the responsibilities of this position (e.g., Corrective Action, Issue Management, Operational Analysis, Statistical Analysis).

Preferred Qualifications

  • Bachelors degree
  • Experience in general site security (e.g. physical, personnel, or information security).
  • Experience performing trend evaluation and analysis.
  • Excellent verbal communication skills.
  • Excellent technical writing skills.
  • Experience interacting with middle management and customers/clients
  • Experience working at a DOE site or commercial nuclear or other complex industry in Performance Improvement processes.
  • Apparent or Root Cause Analysis certification/training.
  • Experience with Corrective Action Management Systems.
  • Proficient with office software such as Word, Excel and PowerPoint.

Minimum Pay

USD $74,700.00/Yr.

Maximum Pay

USD $165,600.00/Yr.
